Can not open changed SSH port on fresh CentOS 7

First of all I dont have firewalld service started. In file /etc/ssh/sshd_config, I changed Port 22 to Port 33361. Before doing that I checked that port 33361 is absolutely free to use. I restarted sshd service:

systemctl restart sshd

And then cheked if ssh is listenning to new port. Output of lsof -l :33361 is:

But nmap localhost tells me that port 33361 is not open. And I can not connect to server via ssh.

Why port 33361 is not open?

All I want is connecting to server via command ssh user@my_ip -p 33361

PS: Again, firewall is not running! I added this port to public zone earlier, but there is no diffrence. I do not have any ssh errors in /var/log.
